The 21st Century Community Learning Centers (CCLC) initiative funds academic enrichment programs during the after-school hours (and sometimes before-school and during the summer) for K-12 students. Webmail Initially authorized by Congress in 1994, 21st CCLC programs can be housed within a school or community-based organization. The activities that take place during 21st CCLC programs revolve heavily around academic enrichment, but 21st CCLC sites also provide students with exposure to areas such as the arts, drug prevention, technology and recreation.
In January 2002, the 21st CCLC model underwent significant changes with the authorization of the No Child Left Behind Act (a reauthorization of the 1965 Elementary and Secondary Education Act). Two of the major changes that impacted the 21st CCLC program were a heightened focus on providing student participants with academic support services to meet state standards, and a transfer in the administration of the 21st CCLC grants from the federal government to state education agencies.
